Persons and families who meet the guidelines and who wish to apply for an apartment begin the process by contacting the Applications Office (telephone: 607–737–7102) at 737D Reservoir Street and requesting an application. The application kit contains advice on what items, such as proof of family size and composition, plus documentation of all sources of income, the family must bring with them to the application interview. Applications are accepted on an interview basis only. An interview of all of the members of your household over the age of 18 is required. Appointment hours are Monday through Friday, between the hours of 8:30am to 11:30am and 1:00pm to 3:00pm.

Rents and Utilities

Rents are based on 30% of adjusted gross household income and include baseline utilities which include heat, water, sewer and garbage disposal. There is a minimum rent of $50, and each household also has the option of paying a flat rent (this choice can only be made at time of the Annual Reexamination or at time of Admission), in lieu of income-based rent. Households which receive public assistance pay the Chemung County Department of Social Services approved rent for their family size. Residents pay for their own phone service, cable television, and Internet access. Excess utility charges are applied for the use of air conditioners and freezers if allowed at the development. Excess utility charges are also applied for Washers and Dryers at Hoffman Plaza. Washers and dryers are not allowed in apartments at Bragg and Flannery.  Excess Utility charges are also applied for freezers.
